Shinya Matsuoka

In 2003, while still in high school, Mr. Matsuoka participated in the Security Koshien competition hosted by Japan’s Ministry of Economy, Trade and Industry, and later completed its Security Camp program in 2006. He went on to earn a graduate degree from the Graduate School of Computer Science and Systems Engineering at Kyushu Institute of Technology in 2010.
Mr. Matsuoka began his professional career at Rakuten, Inc. that same year, where he was involved in a wide range of CSIRT-related operations, including the launch of the company’s security division in the United States and oversight of security management for its subsidiaries. He was stationed in New York for a year and a half, during which time he played a key role in building a global security framework for the group.

In August 2018, at a time when the need for robust security measures in the crypto asset industry was becoming increasingly urgent, he joined bitFlyer to address these challenges head-on. Since then, he has been responsible for formulating and implementing security strategies across the bitFlyer Group, with a strong commitment to contributing to the enhancement of security standards across the industry as a whole.
From June 2020 to May 2022, Mr. Matsuoka served on the steering committee of the Council of Anti-Phishing Japan, working to combat phishing websites within the country. Following the establishment of Japan’s Digital Agency in September 2021, he also joined the agency and continues to play an active role in advancing cybersecurity policies at the government level.
